Committee Functions
SOCIAL AND COMMUNICATIONS COMMITTEE
The primary responsibility of this committee is to organize events and social gatherings, promote camaraderie, and maintain the cohesiveness of our community. Members of this committee can conduct polls to find out which events residents are interested in and when most of them are available. This committee is also responsible for making event announcements both online and offline. They also must welcome any new family that has moved into the community and ensure that their information is included in all community membership documents.
This committee is also responsible for general information announcements, publishing of quarterly newsletters, the association website, and working with management on email blasts that support the mission, values, and strategic goals of the NFHOA and reporting those issues to the Board of Directors for review and consideration by the Board of Directors.
ARCHITECTURAL COMMITTEE
The HOA architectural committee is responsible for maintaining the community’s property values by prohibiting residents from installing elements that are not in compliance with HOA regulations and Loudoun County building codes and regulations. Non-compliance with HOA regulations and Loudoun County regulations would lower the property values within the community and well as have the homeowner to incur substantial financial penalties.
Committee members will review design applications from homeowners and determine whether they comply with the architectural guidelines stated in the governing documents.
Their duty also includes a property site inspection to determine compliance before any work is initiated. They will be responsible for the acceptance or denial of homeowner applications. Once a job is completed, the members of this committee must perform a follow-up site inspection to confirm that the job was performed within the guidelines.
SAFETY AND SECURITY COMMITTEE
Safety is paramount in every community. As such, a safety committee must liaise with local law enforcement. This committee will also oversee the creation and operations of a neighborhood watch program if one is determined necessary by the homeowners. The chair of this committee will represent the HOA at local law enforcement meetings and be responsible to disseminate information to the Board of Directors and the community. In addition, this committee shall be responsible to address all safety issues/concerns that arise in the community and reaching out to all appropriate county and/or government agencies.
LANDSCAPE AND MAINTENANCE COMMITTEE
The HOA landscape and maintenance committee monitors and ensures that both the community’s common area properties and homeowners’ properties are well maintained. This committee also makes sure that homeowners’ lawns and gardens comply with the landscaping rules in the governing documents. All transgressions that are evident to this committee shall be reported to the Board of Directors who will work in conjunction with the HOA attorney and/or the property management company for a resolution. This committee may also assist homeowners with finding and securing a qualified vendor to take care of their homes. In addition, a landscaping committee is responsible for researching landscaping companies, securing bids, and interviewing potential candidates. This committee also coordinates with the chosen company, oversees all landscaping work, and provides the HOA board with progress updates. All bids, contracts, etc. must be approved by the board of directors. This committee and/or its chair should work closely with the chair of the outreach committee to obtain information relevant to its objectives.
HOA COVENANTS AND COMPLIANCE COMMITTEE
This committee assists the Board of Directors in matters of rule compliance and violation enforcement. The committee monitors the community and enforces violations for homeowners who do not comply with the HOA’s rules and regulations and works closely with the Landscape and Maintenance Committee.
OUTREACH COMMITTEE
The responsibility of this committee and/or the official designated representative of Nicholson Farm is to become a sitting member of one or more HOA umbrella organizations. Nicholson Farm must be represented on a broad level to umbrella organizations to participate in the coalitions’ purposes of sharing knowledge and experience, having input and first-hand knowledge of various local legislative bills that affect all HOAs which effectively will give Nicholson Farm a seat at the legislative table. These HOA coalition organizations provide a healthy forum to collaborate for the respective communities’ mutual benefit, information sharing, vendor sharing/evaluation, best practices, etc. The HOA coalitions meet regularly, get the opportunity to not just engage with the Board of Supervisors but also with senior staff across the primary topics that are relevant to HOAs, and could review and comment on their initiatives before they enact them. As a condition of Nicholson Farm’s membership in the umbrella organizations, the resident(s) on this committee will be required to volunteer to sit on one of the working committees of the umbrella collations and provide reports to the Board of Directors.
NICHOLSON FARM DOCUMENTS REVIEW COMMITTEE
This is an ad hoc committee and gets dissolved once the primary purpose is achieved. The primary purpose of this committee is to review the existing documents like governing documents, and Architectural Guidelines and Standards document, and provide recommendations to the Board. The Board will review and discover the feasibility and legal implications of amending the documents by consulting the legal consultants.
